I'm no expert with the French cruisers however, so hopefully you'll get some more feedback from someone who is. I think I only have the standard 3 pointer on there at the moment. Captain skill wise would run PT, AR, DE and CE for the first 10 points. I have just unlocked it myself, but haven't sussed it out yet, mainly HE spamming at the moment.
